Celia de la Torre is a senior human resources professional with extensive consulting and HR management experience, specializing in training and workforce development, compensation and benefits, employee relations, and organizational development. Celia holds an undergraduate degree in Biology, with an M.A. in Human Resources Management. She serves as an expert advisor to DSFederal executives, providing strategic staffing and policy recommendations, and crafting thoughtful and effective workplace policies. A key contributor to DSFederal’s successful ISO recertification and CMMI re-appraisal, she has led staffing and recruitment efforts through a period of remarkable growth. Celia joined DSFederal in 2017.
