DSFederal Inc. was awarded a one-year contract to support the Health Resources and Services Administration’s (HRSA) Office of Federal Assistance Management (OFAM). This effort will focus on analyzing HRSA’s grants business processes to identify risks and opportunities for improvement. We will develop a risk register and a tool to enable HRSA to analyze their business processes, as well as a comprehensive risk management study.
Through its grants-funded programs, HRSA provides healthcare to people who are geographically isolated, and/or economically or medically vulnerable. HRSA uses almost 90 percent of its budget on grants and cooperative agreements to nearly 3000 awardees. OFAM provides assurance of the financial integrity of HRSA's grant programs, and oversees its grant activities to ensure that they are managed in an efficient and effective manner. DSFederal will work with OFAM to streamline their event risk management process so that HRSA can focus more closely on its mission of serving the most vulnerable populations.
DSFederal brings a unique approach to risk management, based on our extensive knowledge of government grants. Since 2009, our staff has directly supported HHS grants management operations, analyzing grants business processes, looking at internal controls, and identifying efficiencies. In addition, since 2014, DSFederal has supported HHS efforts to comply with the Digital Accountability and Transparency Act (DATA Act) by identifying and analyzing grants pre- and post-award data, data collection systems, and data exchange with HHS and other Federal departments. We also provide technical and program support to HRSA’s domestic and global efforts to combat HIV/AIDS, through the Ryan White HIV/AIDS Bureau’s Building Futures program in the U.S., and the Global Technical Assistance Program (GTAP) that supports overseas clinics and hospitals funded by the President’s Emergency Plan for AIDS Relief (PEPFAR).
