DSFederal seeks consultants for short-term engagements to provide technical assistance (TA) via site visits. Consultants will conduct site visits to strengthen the capacity of Ryan White HIV/AIDS Program (RWHAP) grant recipients and to ensure that grantee oversight is consistent with statutory requirements, programmatic guidelines, and HHS and HRSA guidance. We are seeking consultants in the following three areas:
Administrative - The Administrative Consultant serves as content expert on the delivery of HIV/AIDS care, treatment, and support services for RWHAP Parts A, B, C, D and F-Dental funded programs. The Consultant is responsible for assessing RWHAP-funded programs and must be able to provide on-site technical assistance to recipients in the areas of 45 CFR 75, Ryan White Policies and Procedures (HAB PCNs), and day-to-day processes of clinic flow and structure, among others.
Clinical – The Clinical Consultant serves as a content expert for the delivery of HIV/AIDS care, treatment, and support services for Parts A, B, C, D and F-Dental funded programs. Clinical Consultants shall be actively licensed and credentialed clinicians who have expertise in HIV Counseling, Testing, Referral, and Patient Enrollment, HIV Medical Care, Other Services to Support HIV Clinical Outcomes, and Clinical Quality Management Programs. The qualified applicant will hold a current and active license in a state or territory of the United States to provide medical care as an MD, DO, PA, NP, or RN; or dental care as a DDS or DMD. Additionally, qualified candidates should have at least five years of experience in the licensed medical care role, providing direct outpatient HIV medical care to patients; and should have completed at least 15 hours of HIV continuing medical education/continuing nursing education for the preceding calendar year.
Fiscal - The Fiscal Consultant serves as a content expert in fiscal management of RWHAP Parts A, B, C, D and F-Dental funded programs. Candidates should have at least five years of experience working in a fiscal oversight office, or evaluating an agency’s fiscal systems. Fiscal experience specific to Ryan White-funded programs is required. Specifically, qualified persons shall have demonstrated knowledge and experience, explicitly stated on a résumé/CV, in models of care (e.g., Federally Qualified Health Center, hospital, community health center, AIDS Service Organization, rural health center, etc.); as well as experience with program financial management, financial policies and procedures, budget management, accounting systems –documentation, payroll, internal controls, accounts payable and receivable, and RWHAP policies, among others.
