Promoting from within: DSFederal staff members move into new roles

Congratulations to the following DSFederal staff members, for their well-earned recent promotions!

Annessa Loutan: Project Manager, Center for Scientific Review (CSR)

Annessa has been with DSFederal for over eight years and has supported the

CSR program for over 14 years. As an Administrative Support Specialist, she provided consistently excellent customer support, and her knowledge and experience with the program make her ideally suited to the role of PM. Frank Van Balen writes: “With this well-deserved promotion…Annessa will no doubt carry out her new duties with the same level of integrity and competence she has demonstrated in the past.”

Jessica Chen: Mid-Level Business Analyst

In her five years at DSFederal, Jessica Chen has grown to become a subject matter expert on public health grants and processes. Jessica started as a technical writer in the Business Development department and has written and managed several winning proposals. Her analytical mind and diverse skillset have also made her a valuable business analyst in various projects including Administration for Community Living (ACL) Discretionary and Mandatory Grant and Acquisition Processes Analysis, Office of Federal Assistance Management (OFAM) Risk Management, Defense Human Resources Activity (DHRA) Talent Management Development, and National Practitioner Data Bank (NPDB) Comprehensive Study.

James Donovan: IT Support Supervisor

Over the past three years, James has demonstrated a strong work ethic and notable planning expertise, ensuring that our IT infrastructure is robust and up-to-date. Most recently, he responded to a security breach by taking the initiative to assess, document, and implement security hardening guidelines for both corporate and client IT infrastructure. James is an both an excellent leader and a capable hands-on technical expert.

Matt Donovan: Business Analyst

Matt Donovan started with DSFederal in 2015 as an intern. Matt provides market research and proposal support for the business development team, while also contributing to various client projects including HRSA Healthy Start, HRSA National Practitioner Database Assessment, and CPSC Regulatory Robot Re-design. His hard work has been a key factor in our success.

Sean Chen: IT Support Specialist

Sean joined DSFederal in 2018, and during the last year has proven himself an excellent addition to the Help Desk and IT team, demonstrating willingness to step up and take on additional tasks and responsibilities without hesitation. Sean has taken the lead on several facilities initiatives, and his reliability and hard work make him an example to others.

Yuanyuan Zhang: Senior Developer

Yuanyuan began her career at DSFederal as a Junior Developer. In 5+ years, she has contributed to projects including ONC’s HealthIT.gov website and its Interoperability Standards Advisory, and the Department of Agriculture’s National Institute of Food and Agriculture (NIFA) website, among others. In addition to development, Yuanyuan works directly with clients to gather and clarify requirements; as well as supporting internal corporate IT efforts. With a combination of mentorship from senior staff and independent study to learn new coding skills, Yuanyuan has become a valuable member of DSFederal’s excellent web development team.
