Streamlining Processes to Strengthen Mission Focus
HHS, Administration for Community Living (ACL), Business Process Analysis and Improvement
With standardized business processes, the Administration for Community Living can focus on serving its clients.
Problem
The Administration for Community Living (ACL), founded in 2012, is an HHS agency dedicated to empowering the elderly and those with disabilities to live where they choose and participate fully in their communities. When ACL was established, it lacked standard administrative procedures, particularly for discretionary grants management, which led to a lack of consistency in documentation and management. The agency formed a working group, which studied its workflows and determined that ACL needed formal administrative and grants management processes.
Solution
We conducted a thorough review, including interviews with ACL leadership and stakeholders; developed workflows and business processes; created materials, including briefings, presentations, manuals, and standard operating procedures (SOPs); and guided ACL through the change management and implementation process.
Results
ACL now has formal and sustainable business processes and procedures, which have streamlined its operations, providing the foundation for an efficient and consistent grants management process. By greatly reducing the administrative burden for its staff, and making overall management cost reductions an achievable objective, DSFederal has helped to free ACL to focus on its mission of enhancing the lives of older and disabled Americans.
